About
The Dutch Caribbean Innovation Fund (Stichting DCIF) is an early-stage investment vehicle and accelerator for entrepreneurs across the Dutch Caribbean. It combines a fund with hands-on programme support, so founders get capital and the operating help needed to make it useful.
DCIF's flagship programme is the Pioneer Program, a twelve-week accelerator for Dutch Caribbean entrepreneurs with its first cohort planned for 2027. The fund works across Curaçao, Aruba, Bonaire, Sint Maarten, Saba and Sint Eustatius, and maintains close ties to Kingdom institutions in the Netherlands.
The foundation is led by a core team of three: Valerie Q. Vallenduuk as chair and fund management, Luuk Weber on programme management, and Luis Santine as treasurer.
Mission
To build a functioning early-stage capital market for the Dutch Caribbean — giving entrepreneurs across the islands access to the funding, programmes and networks that turn an idea into a company that can hire, export and last.
Role in the Innovation Hub
DCIF is a programme partner of the Curaçao Innovation Hub. It runs the DCIF Accelerator and Pioneer Program from the Hub, and hosts partner sessions at Villa Maria — including the invite-only Revolving Funds knowledge and co-creation session during Curaçao Fintech Week 2026. DCIF brings the capital side of the ecosystem to the Hub's programme portfolio.
